I keep running into this error in some customer’s environments when installing QMM (DMM) OS prerequisites requiring Windows Update service, such as Windows Management Framework KB 2506143.

Installer encountered an error: 0x80070422
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
It will take you some time to try various fix combinations on the Web until you find the right one so I wanted to share it here. It is a one-liner which resets Windows Update OS component:
REGSVR32 %SYSTEMROOT%\SYSTEM32\WUAUENG.DLL
